You can get commercial support for LPRng from Astart Technologies.

1. You can do quotas.
2. You can do accounting.
3. You can use the Samba interface and support SMB printing.

The problem with a 'general package' for doing this is that
each institution seems to have its own 'backend'.

I have solved this by using a set of Perl scripts to access the
backend databases, etc.

This is included with the LPRng Commercial Package.
