we have a hp4200 and the quota is working fine since last year.
pjl_waitend_byjobname config was introduced in ifhp 3.5.11, iirc. yours is ifhp
3.5.17 so the
following should apply to you.
you should have the following line in ifhp.conf
[ hp4100 hp4200 hp4300 ]
tc=hp4000_pcl
pjl_waitend_byjobname
and in my case we have the following in printcap
