Yes, I use a proxy to access the Internet.
I've done what you wrote (changing .ltibrc file ), and I got the folowing
message:

I don't know if this info will help, but I was having the same ploblem with
apt-get, then I added the following lines on file* etc/enviroment* and now
it works fine:
