This is a wild guess, so it might be wrong:
The file that is obviously missing is /opt/ltsp/templates/CONFIG. This is
marked as a config file in the package to prevent it from being overwritten
when you install a new version. This implies on the other side that when
you deleted this file by hand after installing the package the package
management system thinks it was your intention to have no CONFIG file at
all and will never install a new version unless the contents of the file
changes in the .deb package.
So if you deleted something under /opt/ltsp/templates, just reinstall the
CONFIG file by hand and the problem is solved.
