the answer: it depends on the applications that you want to use.
here are my values for 14 Users/Terminals:
total per User
14 x(icewm + Netscape 4.7) = 230MB 230/14 = 16.5MB
14 x(icewm + Netscape 4.7 + Staroffice 5.2) = 431MB 431/14 = 30.8MB
14 x(KDE 2.1.1) = 312MB 312/14 = 22.3MB
14 x(KDE 2.1.1 + Konqueror ) = 367MB 367/14 = 26.2MB
