If you have static addresses ie MAC->IP fixed you can run DHCP on both servers.
We run identical dhcp.conf on both servers (except for the boot host entries). 
The least loaded server wins and gets to serve the client. I have seen it where 
one server will respond to the Etherboot request while the other will respond to 
the LTSP DHCP request.

Your suggestion for running a different DHCP with the clients you want on each 
server is probably the best for your case.

You will probably have to consider NFS mounting their home directories from the 
other server though.
