Novara,
You might want to verify that dhcpd is in fact running.
Try $ netstat -an | grep ":67" to see if it is running. You should see something like 
"udp        0      0 0.0.0.0:67              0.0.0.0:*"

If you don't then dhcpd is probably not running. You might want to post your 
dhcpd.conf here so we can look at it.
