And there should be file called tftp inside /etc/xinetd....
what does it look like?
Can you (as root, in /root best)
tftp localhost
get /not-exist
(this should give you instantly the answer "Error 1 File not found")
What does it say if you try tftp ether.net.ip.address ?
gac> [root@ltsp root]# netstat -l
gac> Active Internet connections (only servers)
[...]
gac> udp 0 0 *:tftp *:*
