icewm works perfectly, so it is something else that you have done
You need to tell us what.

eg
install ltsp_core..
        ltsp_kernel..
        ltsp_xcore..
        ltsp_xfonts..
        d/l and build icewm-1.2
        or get icewm..rpm
           (from downloads on my site http://tigger.powerdsl.com.au)
        make your dm handle remote xdmp calls
        config ltsp
it works!
I've done this for many-many sites.

of-course you can now fiddle with menu and taskbar etc
