I tried via putty and dhcpd now starts without error.

The dhcpd.conf ist now:
host essen9 {
hardware ethernet 00:80:c8:94:40:45;
fixed-address 172.16.99.9;
filename "/lts/vmlinuz";
option option-129 "mem=32768k";
}

I will see tomorrow if I can start the machine and I will report to you.
