Bob, That is funny. Did you have a working dhcpd.conf file that it could read on startup in etc? I really haven't had any problem getting dhcpd to run on RH8.0. I'm in the process of converting about 13 locations from old Mandrake installs of LTSP (Mandrake versions 7.1 and 7.2) to RH8.0. I've never installed dhcpd the way you described, however, but just did an RPM -ivh of the package. By default, there is not config file, but only a dhcpd.config.sample that is copied to /etc.

DHCP. On 7.3 I simple found the package "dhcp-2.0pl5-8.i386.rpm" from disc 2 and copied it to /tmp and then used rpm -ivh <filename> to install it. I then copied a ready made dhcpd.conf to /etc and switched on the service. It worked every time. On 8.0 I found "dhcp-3.0pl1-9.i386.rpm" again on disc 2 and copied it to /tmp. Using rpm -ivh <filename> it seemed to install though I did get a warning (I didn't have a clue what it meant). Copied my tested dhcpd.conf to /etc and tried to switch on the service. Failed! Was all I got. I rebooted the server and it still failed. It gave me not the slightest clue as to why or how to deal with the problem - why are computers so unhelpful even now? Anyway I'm utterly defeated as to why it fails and have not the slightest clue how to look for clues. Any chance someone could point me in the right direction please?
