Hi
What do you get in the log ?

What log? Where do I find it? What's it called?
look in
/var/log/message
( cat /var/log/message | grep dhpcd shoudl give and idea of what your looking for  )

iptables running ?

Service configuration shows it ticked and I don't get any errors from this
service when the machine is booted up.
Actually the dhcpd service should start regardless of iptables,
iptables could give you problems latter if the dhcpd port is being blocked.
