I have seen this due to cabling. If your cat 5 cables are not wired in
the correct pattern you will actually lose speed going to 100base. I
have seen networks were they just wired the cables orange orange/white,
green green/white, blue bluewhite,brown brownwhite. This is straight
thru but you end up with lots of crosstalk which degrades signal
efficiency. Make sure your wired orangewhite orange, greenwhite
blue,bluewhite green, brownwhite brown and test cables for continuity.
If it is a cable issue that should fix it.
