Are you sure about this port number?  It should be 9100 instead
of 1900, unless you specifically changed it on purpose.  

I assume that 10.1.5.11 is the terminal's IP address; did you put 
in a static assignment in DHCP?

The easy way to test it is using telnet from the server to see 
if the terminal is in fact listening on the right port:

  telnet 10.1.5.11 9100

which should either tell you "connected" or "connection refused".
If it connects, it works.  If you get connection refused, then
the terminal isn't listening and you need to fix the terminal
configs.
