Why do you think you can't have the ltsp server in the central site?

I also wonder a bit why you need ICA instead of rdp. Will you have
access to linux, windows or both?

If you will only have access to windows on the client, you can get
ready screenscript for rdesktop. If you have to use ica, then I guess
it will be best for you to run it locally on the clients. Rdp/ ica
doesn't need much network speed, and you will also reduce the need for
strong ltsp server.
