Just guessing, I'd say that the terminal is collecting the entire job
into a file in a queue, then sending out the oldest job in the queue.
That would be a good thing if you had twenty jobs coming at once.  The
Jetdirect box probably only accepts one connection at a time and
passes it through as received.
