I think you'd have to have to make a change to each user's prefs.js file, which 
could be 
scripted; but I don't know if there's any way to prevent a user from 
subsequently 
changing that setting to bypass the proxy.  Perhaps pref.js can have its owner 
changed 
to, say, root and made read-only for the user (?)
