That's an interesting request - I do not know how to achieve that with
the plain X, but NX will do that...

try set AlwaysLoginCurrentSession=true in /usr/share/gdm/defaults.conf if using gdm. I set this on my machine, I use CentOS 5 (gdm 2.16), so the same user can't login again to the other terminal.
