This is not related to LTSP.

Gnome or KDE are using a lot of files at startup. It's not surprising
that 20 is too low.

I don't know if we can find an useful parameter. Most limits are per
process according to manual page.

Did you try to set nproc ? But startup script are using a lot of
external commands and I don't know if it would be useful.
