The X_MODE_0 implementation in LTSP5 does not support the long modeline
form.  You must use the name of a mode known to the driver.  Try:

X_MODE_0 = "1280x720"

Also, it is not a good idea to specify a single value for either sync
range.  Try:

X_VERTREFRESH = "55-75"

Also, to troubleshoot, create a password to login on the thin client
console and check /var/log/Xorg.*.log

The Xorg log tells all.
