I think you need a different driver.  It appears the via driver that you
are using cannot produce a stable clock frequency for that (rather
awkward) mode.

I would replace the driver and then simply have:

X_MODE_0 = "1280x720"

PS: The X_MODE_0 line you used probably produces a parse error from
getltscfg, which means that none of your lts.conf file was read.
