The shell is for the local machine. There is no valid login by default, so it won't work unless you have created logins in your chroot. On the other hand, if you have created user accounts on the server, these are not valid in the thin client's shell. You must first establish a connection to the server, and I don't know if LTSP supports that without some sort of desktop session being established first, such as ldm.
