Why not purge the cache and rely on Squid for caching?  Also set the
individual browser caches to be smaller.  That allows your per-user
quotas to be smaller, while reducing redundancy on browser caching.  The
Squid cache will take care of caching for all clients, saving on
bandwidth too.
