Most definitely. It's become apparent that there are several issues that we
need to handle. The Linux mailing list is somewhat more specific, to Linux
issues. My personal request, is to setup a UNOG [Uganda Network Operators
Group] mailing list, that deals with technical matters pertinent to network
operations and network technology deployment in Internet-related and
Internet service providers, to be discussed among experts. 

Borrowing from other 'NOGs' charters and AUPs, the UNOG would focus on, but
certainly not limit itself to, experiences with new protocols and backbone
technologies, implications of routing policies on the Internet as a whole,
measurement techniques and measurements of Internet health and performance,
areas in which inter-provider cooperation can be mutually beneficial [such
as NOC coordination or security incident response], and maintaining a
competitive and level business environment. 

The UNOG would be a bridge between the academic community, technical
communities such as standards bodies, and the technical staff of leading
Internet-related and Internet service providers close to network operations.

The UNOG could then go further to have annual or bi-annual meetings to
discuss technical issues, and/or even hold training workshops and
conferences, either paid or gratis. This would go a long way in building our
own confidence and expertise in the technology, as well as build a firm
foundation for Uganda's own prosperity in the industry, and pass this
knowledge on to others, definitely.

I'll try and push over here at AfOL, to see if I can get some server space
and bandwidth to host the UNOG-List. If this is agreeable by all, we can
start this, and form other mailing lists as well, as we go along. If there
are others that can offer such infrastructure, you are truly encouraged.
