  What semat is saying is that the ISP provides the medium you ride on, if 
you are connecting to something at your office say webmail and for some 
reason you dont use HTTPS , your traffic will be sniffed very easily by a 
fellow who might not be very many metres away from you,  same with the VPN 
concept  this is just secure connection to the end host,  
 
As for someone connecting to your pc because you riding over un unsecure 
medium is completely up to you, people harden there boxes, install personal 
firewalls e.g Tiny personal firewall, Zone alarm, for the *nix boxes they 
come with firewalls which can be configured in a heartbeat, so at the end of 
the day you cant go screaming to UTL and say hey some chap connected to my PC 
and messed things up .. this security should completely be up to you as the 
end user ( Unless offcourse you have signed a contract with UTL which in this 
case i dont think they will be doing for a while OR at all ).
