Unlikely to happen since most banks are unlikely to give out credit to ordinary Ugandans without some form of assurance that they will actually get their money back, but its the thought that counts

There are simple ways of doing this online - all you need is a clearing house that will handle all credit/debit card transactions. The most popular one I know is Paycom.Net.

Once the site owner signs up with them (or any other billing agent), they verify credit/debit card details and debit your card account accordingly. They then reconcile with the site owner after fees are deducted, of course.
