Name resolution by DNS normally starts the the other way 
around, right to left, e.g.

lug.or.ug.

where the last . is a root name server, then ug, then .or, 
and so on and so forth.

If a domain is well registered and being served by some 
authoritative name server, and that name server and your 
resolver have a decent Internet connection, your query 
will yield results.

BIND has a hint file (named.hint or named.root) that knows 
about all the root name servers. Of course, BIND will 
check your local 'named.conf' to see if "this" server is 
authoritative for the requested zone.

It's a straight forward operation, even in a stock 
installation.
