Well in my opinion, in the absence of a court order, no government agency has 
the right to compel any ISP/Telecomm to provide confidential subscriber 
information.

However if a law was passed allowing this, then they would acquire the right 
as courts are simply guardians of the law and not legislative organs 
themselves.
