Yes you will get NS records coz that server ns.one2net.co.ug is one of the root servers of .ug
You don't get MX answers coz it times out querying our name servers.

Yes and so does Infocom.
b) If Infocom and One2Net require forwarders to query each others' name servers, perhaps there's something hampering successful connectivity between both ISP's name servers, e.g., firewall, no route, router ACL's, e.t.c.
Ping and traceroute are successful in both directions.
