No offense but this was 88 pages of rhetoric.
I tried to use "find" in Acrobat but there is no mention of RTT in that doc.
It seems to be more suited for policy makers, not me who is interested
in technical details.

Hari, (or anyone) if you want some of this low rtt bandwidth, which is
also relatively inexpensive, let me know. There are already 4 ISPs
taking service in UG, which is being discussed on other UG tech lists
with the subject:
