And i think here the sensitisation should be done from the revenues earned from 
selling the domains.  here in lies the chicken and egg syndrom.  If the body in 
charge is not commercially motivated but has a civil and social motivation then 
sensitisation can be done.  By outsourcing the technical to a commercially 
driven entity then we have the balance.
