According to the same ICP-1 and RFC1591, this decision is entirely made
by the current ccTLD manager. They may decide or not to relinquish
control of the sub-domains. So, i guess the easy way out is to talk to
them nicely, not forming policies that we shall impose on CFI ? :-)
