If I get it right, Badru is advocating not for just management of the
sub domains but for IANA to redelegate the .ug ccTLD to some other body
(NGO?) like the "Uganda Domain Names Authority" (South African model)
who will then be able to decide if/how to sub delegate the management of
second level domains to different entities (including CFI).
The people who sit on the board of this body will be able to represent
interests of the internet community in Uganda at various forums which is
supposedly not hapenning.
