Noah, the guy that was initially in charge of .za did not want to relinquish ownership and he had supporters too who lobbied for him. However a certain section of the local community also stood its grounds and advocated for the changes to be effected. Fortunately these guys got the backing of the Govt eventually. So much was exchanged but eventually he had to back off. The point am bringing out is that the entire community may not need to be fully convinced because you will always have factions in any society. All that needs to be done is for the different factions to present their cases and see who gets to take the day.
