In some circles, "broadband" is defined (there is no standard definition) as 
anything
that is faster than standard dial up.
But the talk is about a National backbone. Connecting it to the internet is 
another
matter that will probably need to wait for one of the two undersea cable 
projects (TEAMS
or EASSY) to materialise.
