Datanet do have PA space which I belive is good enough for them to
change upstream without having to re-number all the time. I reckon there
problem is the 'pirated' TeliaSonera IPs which they still use and which
has been discussed here before.

Get PI space from AfriNIC and enjoy the "I" (noun) in that
acronym, and be done with it.
You can't expect to scale if your addresses keep changing.
While you're at it, be sure to get the same for v6.
