Hi Richard, here is the thing: On Windows you can only have the language of the version you install. So if you got this laptop, put there another (English) Windows and are comfortable with it, it is ok. But if you want the freedom to change the language anytime (even without the need to restart the computer), set different languages for different users, get good support from this mailing list (it is the LINUX user group Uganda) and so on, you better think of a Linux version. And Ubuntu is really a system for Linux beginners.
