Yes, they should. The problem is that many of them don't quite know, yet, how to deploy v6 for the data services without potential network breakage. I know some operators who are seriously considering CGN's/LSN's (Carrier Grade NAT's/Large Scale NAT's) so they can delay their appointment with v6 (which isn't to say NAT won't be needed, anyway). Of course, the vendors will be happy to receive millions in income so you can buy routers that operate at this scale, and millions more for them to help you deploy it. Rinse and repeat for when the operators go v6.
