The old 2003 server does not have WINS

When I run dcpromo it goes well until the last step then I get the
error

A domain controller could not be contacted for the domain <DOMAIN

computer a member of a workgroup then rejpin the domain before
retrying the promotion.
"Access Denied."
I have tried as much as I can after that and still nothing
improves...
Any help would be appreciated.
