The trick is in the first centence.

If they would have changed their policy from 'one cache for a country' to 'one 
cache per ISP' the result will be that the favor the big ISPs.

As it is Googles incentive to get as many people online as possible, favoring 
the big ISPs is not a good idea.

Stimulating competition is good, awarding the big guys is stiffling.

The endresult might just as well be fewer people online.

(having said that, if the ISP's got their head together and shared the costs 
of the cache amongst themselves, they would all benefit. As the ISPs have not 
read up on Game Theory, and they think the internet originates from their own 
belly button, that is the best outcome, and also one of the most unlikely 
ones.

Game Theory is the one where you are with 2 buddies in the pub. 3 chicks walk 
in. One of the chicks is even hotter than the other 2. You, being a nerd, can 
do 2 things. You can follow your 'heart' and go for the hottest one. After 
all, that is what your 'heart' is telling you to do.
If your friends, sensitive as they are, do the same thing, 2 of you guys are 
going to end up very dissapointed for sure.
Game Theory is all about calculating your best option. That involves 
calculating how hot this chick really is, how hot her friends are, how hot you 
are, compared to your buddies etc. Cutting a deal with your buddies is 
definitly a part of this.
Ugandan ISPs tend to all go for the hot chick. no matter what their buddies 
look like. Lots of missed opportunities there. All the time.
