I can't speak to Google's policy (although I may know a 
little about why they make the decisions they do), but they 
likely have a reason why they're doing what they're doing.

Bottom line, there's no incentive for ISP's carrying Google 
resources to pass it on to non-customers.

It's an economics game, too.

Again, there's the issue of economics.

Users will always reach Google. Whether the Google resources 
are hosted by your ISP or not is a performance and economics 
issue, not an access issue.

It's like trying to get all African countries into a single 
economic union. The level of economic development across 
each is not the same.

On an issue like this, dividing equity amongst the ISP's 
would be convoluted at best.

You're right. It's ideal, but unlikely.
