Not always. Not if you're in a business to make money. But

I'm not sure you fully understand exactly what the GGC does 
to the benefit of both the ISP and its customers, as well as 
Google.

I think everyone on this list as a relatively decent 
understanding of how a "cache" works.

The motives are clear.

Like any other business, Google are not in it for charity. 
As such, they will prioritize their deployments around the 
world with the largest gains being at the top of the list. 
This normal.
