It's really interesting that you think Google are not looking at improving the web experience of their users by bringing the content closer. They spend a great deal of money to bring the GGC's into various networks around the world, needless to say the amount they spend on extending their own networks and deploying fully-functional CDN's in some of the major markets - all at their own cost.
