For Computer Science, Perhaps is just the little time spent tutoring? We had about 3hrs of lectures a day, translates to ~2hrs of programming lectures a week. This essentially makes school a small part of students life, and hence it's just an interruption to the normal day. If however this was longer, students would do more programming/studying on their own.
