if i propose that Computer education should start early, do you expect pupils in UPE schools to get reading materials, or they will study under a makeshift building or tree, with no power, because someone has squandered the funds. You end up with a situation where u have make shift clinics, referring themselves as International Hospitals, because of the status quo.
