Finance,Planning, is going to come from there.

if i propose that Computer education should start early, do you expect
pupils in UPE schools to get reading materials, or they will study under a
makeshift building or tree, with no power, because someone has squandered
the funds. Mulago National Referral has no drugs or equipment. If a student
doctor is trained from there, do you expect him to be at par with the rest
of the world. You end up with a situation where u have make shift clinics,
referring themselves as International Hospitals, because of the status quo.
Not any different from the makeshift Universities, mushrooming around.

Cavin, you say, 'the problem is else where' meaning that it is not students

who are not interested or lectures who cannot create an enabling
environment... so, where or what is this problem that you have seen?
