Thanks for your input. It seems that I was having an issue with the
configuration on my network, and I was generating extra traffic by repeating
DNS, and gateway assignments. Hence the large differences

 

I have not got it stabilized, by completing the setup of IPCop which I am
using as a gateway/web proxy/traffic shaper/DNS server/Time Server all for a
windows based network.

Are you doing a traceroute to an IP or Hostname, I notice the end IPs for
your traceroutes differ between ISP1 and ISP2, try doing a traceroute to a
common IP destination on both PCs, reason being Google has multiple servers
in different locations and your ISPs might be reaching different servers
thus diluting your comparison.

Also assuming the second hop in your results is the gateway IP from the ISPs
I did a reverse traceroute using
http://www.yougetsignal.com/tools/visual-tracert/ and the visual path seems
to indicate ISP 1 has extra hops in Europe than ISP 2, try it out and see
whether the visual outlook answers your queries

Also what hardware is connected between you and your ISPs' handover points?
Are both PC's running through a switch / hub or are the ISP connections
terminating directly into your PCs?
