Perhaps the switch isn't the problem.  If your traceroutes are only timing
out _after_ the DSL router then presumably the switch is functional.  Can
you ping the router?  Eliminate the switch as a variable by connecting a
computer directly to the router to ensure it is working.  Perhaps the same
power issue that fried the previous switch damaged the router.
