In regards to pricing, most .tlds use a registrar, and below that resellers.
In Uganda, the registrar, and one of the resellers is the same organisation. So while CFI makes 100% profit per domain, any reseller makes 0%. (or rips the client off) That is one of the things the proposal would like to change, it seems. BTW, reseller price for a .com is about 5-10 USD, going for 12-20USD retail. In The Netherlands (4.5 million domains for 17 million people) reseller price is 50 eurocent. The Netherlands does have an independent body that acts as the Registrar.
