As a former vetter of job applicants and interviewer, I will tell you that
when interviewing for a troubleshooter
I found more quality in a MUK CS upper second than in an ICT first class.
The CS guys do wonderful thinking out
of the box. That said, The ICT guys from Kyambogo are fantastic at thinking
outside the box too.

I think it depends on whether we want more "Advanced users" (ICT) or
"Reluctant innovators" (CS). Truth be told,
We mostly get very bright advanced users from CS anyway and if we want to
increase the penetration of ICT in
Uganda we should  really focus on ICT grads. I look forward to an Educ in
ICT degree.

If Uganda is to become an "outsource hub" then ICT should be emphasised.
Quite frankly the return on investment in 
Training a CS grad in Uganda is low (if any) due to the lack of "adequate
job opportunities". Let the professors, lecturers
and researchers go for CS (the full four year course) while the future
technocrats pursue Software engineering and
frontpage (ICT)

be teaching Computer Science in schools over ICT. Whilst I availability of
