Well, it all depends on what you are buying and your definition of "100% functionality". Here in Europe, you won't even know exactly what you are getting (as in actual manufacturer and chipset) until you have bought the poxy thing! In the thrift stores and flea markets of Uganda you at least have the opportunity to try stuff out before you buy it.
